I could smell the skunk through my computer, the first time that I read, Chuck Zunk, was agreeing with the Mayor of Fairhope, on the Council-manager form of government.

Mr Zunk was appointed to the finance committee by the council, Jack Burrell, to monitor, and financially obstruct the Mayor, and take over the budget process, that did not fly.



Well after a few weeks rest from Chucky Cheese and his creative articles, gleamed from information provided by Mr Jack Burrell, Catalyst and Robert Brown, Chucky has delivered another non article.

It is well known around City Hall and the Community that Mr Zunk will use every opportunity, public and private, to attack the Mayor. Something just was not right so I went to the public meeting, called by Mr Zunk, last night at the library, but first I read From the desk of Mayor Wilson, the City’s position and petition.

Do I support this new form of government for the City of Fairhope? Absolutely

Should citizens be concerned about the timing of this effort? No. The discussion about the Council-Manager form of government has been talked about for many years and I have been researching it with a few citizens since the beginning of the year. After the new amendment passed this past April, a group of citizens have come together to discuss how it works. I believe this form of government is a better way for Fairhope’s future.

The administrative role of mayor currently is a full-time job leaving little time for planning and vision which I believe is one of the most important roles of a mayor. We have had City Administrators in the past who have helped with this role with far less population, however the position was defunded years ago. By changing the form of government, the City Manager would be the consistent professional through terms managed by The New Council (defined below). Our future is too important to leave this position up for debate.

The petition being circulated is simply supporting a citizen vote to take place 90 days after it’s turned in on or before July 5th and would not take effect until next term, 2020. This is not about supporting or not supporting elected officials in office right now, rather a Fresh Start for Fairhope.
Why I support the Council-Manager form of government:

It takes the day-to-day administrative role out of the political limelight which has been very detrimental to not only our City but others also still operating under the Council-Mayor form of government. This is not about taking anyone’s side (mayor or council), it is about a more professional way of doing business for our City and our employees – a better way to represent our citizens and meet their needs.

The New Council under the Council-Manager form of government provides for an at-large representation via the mayor and one councilperson and three council members elected specifically by the residents of three voting districts.

The petition, which is prescribed by the state, needs to be at the Probate Judge’s office on July 5th {update 6/21 11:30am} Petition Deadline is Sat, June 29th. We will be taking up the petitions Friday, end of day June 28th at City facilities.} Judge Tim Russell will also be speaking during the mayor’s report at council meeting on June 25th. You may be interested in hearing what he says and his guidance.

Your friends and neighbors will be circulating the petitions, and copies will also be available at the library, Quail Creek clubhouse and City Hall. Following petition was approved by the Secretary of State’s office. If a min 10% of registered voters from the last municipal election are qualified on the petition, citizens will have an opportunity to vote for the new form of government in 90 days. I believe Sam Gaston says it best, “If you hire a professional manager, you will have less politics in city government.” He is the City Manager of Mountain Brook for the past 25 years and a descendant of E.B. Gaston, founder of Fairhope.

Zunk the skunk has his own variation of the petition,

“Thanks for your votes on At-Large vs Districts, we had 65 total votes with the majority of 39 (60%) for At-Large, so that’s how we will move forward. Many of you included an explanation of your reasoning, which I was very pleased to read. You have done your homework!” ZUNK the SKUNK explained. County Commission place three has three candidates trying to run over the skunk of the County Commission, Tucker Dorsey. Democrat Heather Brown and Republicans Will McDaniel and Billy Joe Underwood.

You should smell a foul smell about this time. Mr Zunk through his survey of 65 people has now decided that the 39 people is all he needs to change the petition from districts to at large. WOW 39 people out of 20,000 is all the skunk needs to push HIS agenda and petition, which HAS NOT been approved by the Probate Judge or Sec. Of State.

Zunk slipped this in last night to an unsuspecting crowd. Mr Zunk asked the crowd if they had any questions? When the Mayor got up to clarify what was being said, Zunk the Skunk instructed the crowd, “listen to me not her” cut the Mayor off, and did not render the microphone. Zunk has learned well from Burrell, deny people and the Mayor the ability to exercise the right of Free Speech.

At that point the crowd was evacuating the auditorium at full speed, the skunk smell was so foul paint was peeling off the walls.

Zunk’s plan is to keep the Council AT LARGE why? Because the Catalyst group has failed to get the Mayor to resign and they see Burrell as damaged goods. Zunk’s, alternative group, comprised of councilman that have been voted out of office, think they are the new salvation. They know the Council must stay AT LARGE in order for Zunk’s, alternative group, to organize a slate of candidates for the next election.

Fairhope’s major problem is the AT LARGE Council, it has not worked in 20 years, why do the same damn thing again? The Districts prevent alternative groups from forming candidate slates. The districts give citizens someone to hold accountable, their representative. The skunk plan holds no one accountable, they are AT LARGE.

If this does not work we go back to the drawing board. Fairhope needs citizens to step up to public service. The present council will be lucky if they survive this term, they will not be re-elected. Fairhope needs candidates not affiliated with the past but are looking forward.

Fairhope’s needs to replace the self serving B’s, they are the problem.

    I went to that meeting. Zunk is sketchy for sure. They say this doesn’t have to do with politics yet the people pushing “council at large” down our throats are Zunk (too many former boards to mention), ex-councilmen Kingrea, Stankowski, Mixon, Gentle and ex-councilwoman Brewer. Y’all were voted out for a reason! Your opinion has no weight in this community anymore.

        • I don’t believe anyone has said they are not running again. When it’s time maybe one or more will decide that. All of them earn more than the Mayor will/would. I can’t see any of them running for Mayor in the present setup. Even if they were elected if they were not re-elected they would be unemployed 4 years later. I think the mayor is as likely to “retire”as anyone given how stressed she has been less than halfway through her term. But right now we have about 27 more months with the same people so let’s hope some progress is made. The grants we have been getting are really going to help, even with the airport. I am not for the city owning the airport. If they want to sell it great. All we need is some kind of accident and the city get sued for millions. It is one of the few ways the city could be bankrupted.

          I see plenty of problems but I feel they are all being addressed.

          I wonder if enlarging the council ( and reducing their pay proportionally) would work. It would allow more voices. I have no bias for or against districts. Pity the person who draws the boundaries if they use districts.

    I attended the last two meetings and I don’t see it as a move against the Mayor. The objective is to have a professional City Manager (as Vestavia, Mountain Brook, Auburn and other cities have) rather than have this constant bickering among the Mayor and Council, none of whom have any experience at managing a huge budget much of which is squandered by inept employees who are unaware of laws. It seems to be a move for the better for Fairhope and its taxpayers. The only ones that I can imagine being in opposition are Council members who like to line their own pockets and employees who believe themselves incompetent and unlikely to hold onto their positions when evaluated by a professional manager. It should be great for any Mayor who is not exploiting his/her position. If she is in favor of this change, why are some so upset about it and why is she arguing with Zunk (who appears to be intelligent and sincerely trying to volunteer his time and energy to do something good for the City)? No one has promised anyone that Council members will be at-large or zoned; I prefer at-large, but anything is better than this dog and pony show Council and Mayor war that prevents any of them from doing anything purposeful for the City.

        I prefer districts. Districts make candidates more directly answerable to the people. Catalyst prefers at-large councils because at-large allows for a mass electorate that can be manipulated.

    Total sh*tshow. Jack and Boone and the gang go ape and demand at large

    camped out in fairhope for two weeks recently investigating FEMA fraud
    under the council of Boon and Burrell. Jay Robinson talks to himself on
    the dais, pontificating about whether or not he should speak. Burrell
    refuses to step down. Claims he is doing a great job. Says the posting
    of his police report involving a minor is not him–but his son. Sherry
    Sullivan is running for Mayor. Tim Kant wants to run for congress.
    Until the next election it is all b.s. Burrell is like a mule. A stubborn
    ass. Fairhope must expose his wickedness and bullying and get rid of him.
    The airport is a black hole under his guidance. Jack makes punks of
    the chief and zunk in a matter of weeks. He is a man possessed, out of
    control. It is a shame our city has come to this. I am afraid if burrell
    isnt removed and completely new blood put on the council — at least
    three new karin supporters–then there’s no help for fairhope. Karin needs
    a majority. Let’s make it happen. Come together as a community and solve
    our sewerage problems and clamp down on the growth.

A few greedy people have moved in, gotten into office, and have ruined it. But we should blame ourselves for letting this happen.

      It was clear tonight that the current Council members are totally opposed to the new form of government, which seems counter-intuitive in that their jobs would be a breeze if this passes. Robinson and Conyers were great, but the three B’s were clear that they are not in favor of changes which hints to me that they are going to lose their alternative revenue sources if this passes? I hate that Tim Russell didn’t show up but he apparently has made it clear that the two petitions are equal and they may be combined. Mayor Wilson has stepped up totally in contrast to the coin-operated Council. Does anyone know how many signatures there are yet on her petition? And how do we get more? I read that Robert Brown is stressed out about these petitions being available to sign downtown.

          Robert Brown has used his official Facebook page to express his dislike for the change in government, so he is equally as guilty as the Mayor. I like to think that Jay Robinson was speaking to him as well. Brown’s reasoning, however, is very opaque. He does not want to lose his power.
