TO THE SECRETARY OF STATE AND THE DIRECTOR OF ELECTIONS

To: May 17, 2026

Sec. of State Mr. Wes Allen

Mr. Jeff Elrod Director of Elections

Dear Sirs:

The primary election cycle in Baldwin County has had more public participation than in any election in 20 years plus. The most attention has been on the Sheriff’s race.

The Ripp Report has been in contact with the Sec of State in reference to suspected and strongly alleged reports of elections being fixed involving numerous races in Baldwin County, in the past.

The Sheriff is the custodian of the ballot boxes. This raises red flags right away. Mr. Elrod explained the safeguards in place and advised me to follow up with Baldwin County officials, which I have.

The election of sheriff in Baldwin County has been high profile. You have a 20 year culture of BCSO, no transparency, no accountability, Claiming Immunity for ALL their actions. Simple put a Good Ole Boy culture. The current sheriff was appointed to fill the position by the Governor due to the resignation of the elected sheriff to seek another political position. The reputation of the BCSO is infamous.

Baldwin county is growing away from the good ole boy, well connected culture. The county’s population and development has exploded. That has contributed considerably to the desire to change the political status quo.

I am asking that you take any complaints of voter fraud in any of the Baldwin County primary elections seriously. I hope the election does not have such allegations raised but my 33 years of experience tells me to be cautious.

Sincerely

Francis Paul Ripp
